摘要:
      大规模风电并网须由常规机组为其提供调峰辅助服务,使得常规机组付出额外的成本,因此完善调峰辅助服务补偿机制是解决现阶段高弃风率的关键。文中提出了旨在促进风电消纳的基于平衡成本的风电分段及火电调峰补偿方法。通过建立相应的数学模型和算法在“等电量顺负荷”计算风电并网平衡成本的基础上对大规模风电进行了品质分段。在此基础上,提出了深度调峰段风电并网的补偿方法,综合考虑了常规机组调峰成本中的平衡成本和机会成本,实现了风、火主体之间的利益均衡。仿真算例验证了所提方法的有效性。
Abstract:
      Large-scale wind power integration requires peak regulation auxiliary services provided by conventional units, which will cause additional costs to the units. Therefore, consummating the compensation mechanism of peak regulation auxiliary services is the key to solve the high abandoned wind rate at this stage. This paper proposes the balancing cost based wind power segmentation and the compensation method of thermal power peak regulation for improving wind power accommodation. By establishing corresponding mathematical models and algorithms, the quality of large-scale wind power is segmented according to the balancing cost calculation of wind power based on ‘load-following transform’. Then, a compensation method for wind power integration in the deep peak regulation stage is proposed, in which the balancing cost and opportunity cost in the peak regulation cost of conventional units are considered comprehensively. The profits made by wind power and thermal power enterprise are balanced through the proposed compensation mechanism. Simulation verifies the effectiveness of the proposed method.
