      针对中国“三北”地区供热期热电联产机组“以热定电”运行模式所形成的电热耦合运行约束造成系统调峰能力不足进而导致大量弃风的问题,提出了利用热网与建筑物储热来解耦机组电热耦合运行约束的方案。通过对促进风电消纳的潜力估算以及与现有几种消纳弃风方案的投资对比,分析了所提方案的技术可行性,并通过构建热电联合调度模型给出了技术实现方法。以东北电力调峰辅助服务市场专项改革试点为背景,结合市场运营规则的归纳与抽象,分析了方案实施对市场各主体的出力和深度调峰辅助服务费用产生的影响,在此基础上阐述了实施该方案给各主体个体和系统整体所带来的效益。通过算例进行的验证表明,在个体层面热电联产机组有意愿利用所提方案主动参与调峰,进而能够在整体层面实现系统稀缺调峰资源的优化配置。
Abstract:
      The combined heat and power(CHP)units are operating in the mode of power determined by heat during the heating seasons in the “Three North” areas of China, which forms power and heat coupling operation constraints. This makes the system peak regulation capacity insufficient, which results in heavy wind power curtailment. A method is proposed which can decouple the power and heat operation constraint of CHP units based on heat storage of district heating network and buildings. The technical feasibility of the proposed method is analyzed by the estimation of the potential to enhance wind power integration and the comparison of the investment for several existing methods, and the technical implementation is given by constructing CHP dispatch model. The effects of power output and deep peak regulation ancillary service cost of each main entity are analyzed by applying the proposed method, with summarization and abstraction of the operation rules for the deep peak regulation ancillary service market, in the background of the pilot reform for the Northeast China peak regulation ancillary service market. Furthermore, the individual benefit of each main entity and overall benefits of the system by applying the proposed method are elaborated. The analysis above is verified by simulation cases, and the results show that CHP units are willing to actively participate in system peak regulation by utilizing the proposed method at the individual level, and optimal allocation of the scarce peak regulation resources can be realized at the overall level.
