摘要:
      针对集群风电场分别接入电网不同外送断面的特点,提出了调峰约束下考虑发电优先级的风电有功控制策略。所提控制策略按照弃风的严重程度,为各风电场设定不同发电优先级,结合电网消纳能力、风电场的装机容量和发电能力等因素计算各风电场的有功指令。指令控制周期内调峰约束与断面约束的配合、调峰目标值校验和强制触发策略的设计既保证了充分利用电网消纳能力和外送断面容量,又确保了调峰约束和断面约束的安全极限;高优先级风电场的钳位控制策略有效避免了电网消纳能力快速变化时低优先级风电场的有功大幅波动。冀北电网的实际运行结果证明了所提控制策略的有效性。
Abstract:
      In consideration of the characteristics of wind farm group connected to different transmission sections into the grid, an active power control strategy for wind power considering priorities of power generation with peak regulation constraints is proposed. The priorities of power generation of wind farms are set based on the limited extent of different transmission sections. The active power instructions of wind farms are calculated considering the acceptance capacity to the grid, the installed capacity and the power generation capacity of wind farms. In one control cycle, the coordination of peak regulation's and transmission sections' limits, and the target value of peak regulation checked, and the forced calculating of instructions are designed to take full advantage of acceptance capacity to the grid and the capacity of transmission sections. The clamping control strategy of high priority wind farms can effectively avoid the fluctuation of active power of wind farms in different transmission sections when the acceptance capacity to the grid is changed quickly. The actual operation of the Jibei power grid proves that the control strategy proposed is effective.
