摘要:
      由于区外清洁能源来电不断增加、区内新能源发展迅猛、低谷负荷增长缓慢以及用电峰谷差逐年增加等影响,华东电网低谷负荷时段调峰困难问题日益凸显,迫切需要市场化机制促进调峰资源建设。文中重点介绍了华东电力调峰辅助服务市场(以下简称“华东调峰市场”)设计的市场定位(负备用市场)、基本原则、市场运营规则,针对“优先使用本省调峰资源”的原因、统一边际电价出清机制、“谁引起,谁分摊”的分摊方式、各方收益以及与其他省级市场的衔接方式等关键问题进行了探讨。基于调峰困难典型日算例分析了华东调峰市场的组织过程、结算方式和分摊原则,基于实际模拟调电分析了华东调峰市场的运行效率、市场出清量价相关性。通过实际系统的仿真和实践运行,表明本文所设计的电力调峰辅助服务跨省调剂机制是有效的,有助于促进调峰资源在省间优化配置。
Abstract:
      With the abrupt increase of incoming electricity from the outside region, the rapid development of new energy inside East China region, the slow growth of valley load and the increase of peak and valley differences in electricity use, the shortage of negative reserve during the valley has been becoming an intractable problem and the market mechanism for sharing the peak regulation resources between different provinces is urgently needed. This paper mainly introduces the market positioning, basic principles and market operation rules of the solution for East China Power Grid joint peak regulation auxiliary service market, and discusses some key issues such as the reasons for giving priority to the use of peak shaving resources in the own province, unified marginal price clearing mechanism, the mode of peak cost sharing, profits of all participants, the interactive ways to other provincial markets. Based on the actual example, the paper analyzes the organization process, settlement method and sharing principle of peaking service for East China Power Grid.
