摘要:
      天然气分布式能源实现了对能源的高效利用,是我国未来能源产业的重要发展方向。当前受到原动机和控制装置依赖进口,设备投资高昂以及天然气价格偏高的限制,我国天然气分布式能源项目难以获得合理运营收益,需要政府提供一定补贴。然而,由于我国天然气分布式能源起步较晚,补贴政策较为欠缺,仅少数省市出台了相关政策,且补贴模式仍存在不足,亟需制定天然气分布式能源补贴指导性标准。本文提出了按天然气分布式能源项目所处发展阶段分类的分阶段补贴机制,并建立了基于内部收益率的补贴测算模型,最后通过对上海市能源项目的算例分析,为各省市天然气分布式能源补贴政策的制定提供参考。
Abstract:
      Due to its high efficient utilization of energy, the gas-fired distributed energy resource becomes an important development direction of future energy industry. Restricted by the high price of natural gas and the expensive imported equipments such as prime movers and control devices, current gas-fired distributed energy resource projects in China are difficult to obtain reasonable operating income, which makes subsidies from the government necessary. However, as a consequence of the relatively late start of this industry in China, the subsidy policy is comparatively deficient that only a small number of provinces and cities issue the relevant policies which still exist some disadvantages, in which case a subsidy leading standard is urgently needed. In this paper, a subsidy mechanism by stages according to the development stage of the gas-fired distributed energy resource projects is proposed. Then a subsidy measurement model based on internal rate of return method is established. Finally, a calculation example in Shanghai is made to provide the reference.
