摘要:
      针对峰谷分时电价(TOU)的实施会调整电力负荷进而影响电网规划的问题,提出了考虑TOU影响的电网规划方案制定方法,并且建立了基于需求侧管理(DSM)各参与方成本效益分析的TOU电价模型及变电站容量规划模型。在峰谷电价比恒定的情况下,根据TOU电价模型的计算结果选取算例地区TOU的最优拉开比;在此基础上,对传统变电站容量规划方案和考虑TOU影响的修正方案进行对比,最终得出:考虑TOU影响的变电站容量规划方案在新建变电容量减少的条件下,仍能满足地区电力平衡。并且该方案还能保证DSM的各参与方均能获得更多利润,在有效节省电网公司建设投资的同时降低电力用户用电成本,明显提升电网规划的经济性和合理性。
Abstract:
      This paper proposed a novel programme of network planning considering time-of-use price (TOU) whose implement could adjust power load and affect networking planning. It established a TOU electricity pricing model which was based on the cost-benefit analysis involving each participant in demand side management (DSM) and a substation capacity model influenced by TOU. In the case that the ratio of the peak price and valley price was constant, the optimal pull-apart of the example area was selected according to the calculation results of the TOU electricity pricing model cost-benefit varies in simulation case analysis; Based on that, compare the traditional substation capacity planning scheme with the modified scheme which was influenced by TOU. Eventually come to the conclusion:the modified scheme can still satisfy load-balance of the example area although the new variable electric capacity is reduced. The scheme can also make each participant get more profit, because it will save the construction investment of State Grid and the power cost of consumers. The economical efficiency and rationality will get obvious promotion.
