售电公司参与下的工业园区局域电网建设项目新模式探讨

摘要:

随着中国电力行业市场化的迅速扩张,售电侧市场的激烈竞争将使售电公司的可持续发展面对极大的挑战。为此,售电公司积极参与电力市场的多元化建设与发展并关注工业园区局域电网建设项目,然而参与建设局域电网面临大量资金投入的难题。资产证券化融资是化解资金投入与经济性评估难题的有效手段之一。文中探讨了可促进售电公司参与工业园区局域电网基础设施建设的资产证券化新型融资机制与方案,利用国家积极倡导并推进的政府与社会资本合作新模式,搭建起促进能源基础设施建设市场化的金融架构,建立金融模型来评估项目投资回报效益。最后,通过合作博弈模型在政府与售电公司不同努力程度条件下找到合理利益分配系数的分布区间,以促使售电公司参与的工业园区局域电网建设项目收益最大化。

Discussion on New Mode of Construction Project for Regional Power Grid in Industrial Park with Participation of Electricity Retailers

Abstract:

With the rapid expansion of power industry marketization in China, the fierce competition in retail electricity market will make the sustainable development of electricity retailers face great challenges. Therefore, electricity retailers actively participate in the diversified construction and development of the electricity market, and they focus on the construction project of regional power grid in the industrial park. However, the huge investment is a difficult problem for participating in the construction of regional power grid. Asset securitization financing is one of the effective measures to solve the capital investment and economic evaluation problems. This paper discusses a new financing mechanism and scheme for asset securitization, which promotes the electricity retailers’ participation in the infrastructure construction of regional power grid in the industrial park. The new mode of cooperation between government and social capital actively advocated and promoted by the Chinese government is used. A financial framework is set up to promote the marketization of energy infrastructure construction, and a financial model is established to evaluate the return on project investment. Finally, the cooperative game model is used to find a reasonable distribution range of profit distribution coefficients under different conditions of efforts between the government and the electricity retailers, so as to maximize the profits of the construction project for regional power grid in the industrial park which the electricity retailers participate in.
